Institutions receiving funds under Section 18004 of the CARES Act are required to submit a report to the Secretary of Education describing the use of funds distributed from the Higher Education Emergency Relief Fund (HEERF). This page provides public information about Saint Michael’s College’s participation in the CARES Act and use of the college’s HEERF Institutional Portion. This information will be updated no later than 10 days after the end of each calendar quarter.
Saint Michael’s College signed and returned the Certification and Agreement for the Institutional Portion of the Higher Education Emergency Relief Fund under the CARES Act to the Department of Education under Grant Award Notification P425F200482. Funding was awarded on May 6, 2020.
- Saint Michael’s College was allocated a total of $1,186,800 under Section 18004(a)(1). Pursuant to the Certification and Agreement for Emergency Financial Aid Grants to Students, at least $593,400 will be distributed directly to eligible students impacted by campus disruptions due to the coronavirus. The Certification and Agreement for the Institutional Portion states that the remaining $593,400 may be used to cover institutional costs associated with the

Institutional funding award is utilized to recover costs associated with refunded residential fees to all students that left campus in March 2020. These expenses were processed in June 2020 as the institutional expense related to drawing institutional funds from G5.
We will report this expenditure on the FY20 SEFA schedule. The funds will be drawn from the G5 account in FY21.

Institutional Review Board (IRB)
The Saint Michael’s College Institutional Review Board (IRB) is a committee appointed by the Vice President of Academic Affairs, charged to protect human participants involved in research and to ensure that this research is carried out in an ethical manner.*
Federal regulations stipulate that “…each institution or agency which conducts or which proposes to conduct or authorize human research shall establish a human research review committee…No human research shall be conducted or authorized by such institution or agency unless…such committee has reviewed and approved the proposed human research project…” While Saint Michael’s policies are influenced by the guidelines of federal regulatory agencies, the Saint Michael’s College IRB is the agency ultimately responsible for creating and overseeing policies relevant to human subjects research on campus.
Ultimately, investigators must be familiar with and behave according to the spirit and letter of federal and professional guidelines pertaining to human research. SPIN Database
Saint Michael’s College subscribes to this database to assist faculty and staff in finding grant opportunities. A profile (link to the profile form) is required before utilizing the database. SPIN provides daily alerts and search options for grant opportunities and for other researchers/faculty/Instructors in your field.
SPIN DATABASE TIPS
SPIN is a comprehensive database of funding opportunities gathered from federal agencies, foundations, professional societies, associations and corporations. It is updated daily and can be searched by sponsor, amount, deadline, funding type and area of interest and other criteria.
GENIUS is a database, which contains profiles of scholars and researchers at universities and research institutions. GENIUS profiles are used for identifying interest or expertise within the university as well as globally, for information to be used with SMARTS and for storing curriculum vitae. You choose whether your GENIUS profile is private, accessible to your institution only or accessible to the global community.
SMARTS is the electronic matching and notification system that sends targeted funding information to you via your e-mail. The keywords that reflect your areas of interest or expertise and other criteria that you select in your GENIUS profile are used to search current opportunities in the SPIN database of funding opportunities. Matching occurs electronically on a daily basis and any results are sent directly to you.
Vermont Community Foundation
The Vermont Community Foundation provides a link to a searchable database. This database provides information on all foundations that provide grant funding to organizations in Vermont and Nationally.
Award Process
Congratulations… your grant proposal is funded. You now enter into the Post Award process for implementing your grant. Your process begins with the OFFICIAL award notification from the funding source. Responsibilities for supporting the administration of grants and contracts are divided between the Finance Office and the Foundation Relations and Sponsored Programs Office.
Implementation of the project begins with the OFFICIAL GRANT AWARD NOTICE AND CONTRACT. The official document should go to the Accounting and Budget Office with a copy to the Foundation Relations and Sponsored Programs Office. This document will outline the official policies and procedures we must adhere to during the course of the grant along with reporting requirements and policies on pre-award spending if applicable. No spending can occur without this document.

Budgets and Financial Records

Responsible Conduct in Research
The responsible and ethical conduct of research (RCR) is critical for excellence, as well as public trust, in science spanning all disciplines. Consequently, education in RCR is considered essential in the preparation of future scientists, researchers and educators. As a liberal arts institution, engaging students in experiential learning crosses disciplines and therefore is not limited to one specific department or research program. It is our belief that all students engaged in mentored scientific research must understand the implications of ethical standards and research conduct prior to engaging in research activities.
All students engaged in research in the field of biology, chemistry, computer science, mathematics, neuroscience, physics or psychology are required to complete the RCR training requirements. Any student, regardless of discipline, that receives NSF or NIH funding for their work, must complete the training requirement.
History of Policy
Beginning on January 4, 2010, all Saint Michael’s College undergraduate and graduate students participating in paid research or receiving academic credit for research began participating in training in the responsible conduct of research. At a minimum, students were required to complete one of the free courses offered by the Collaborative Institutional Training Initiative.
Beginning on May 1, 2011, the option of a different online training program was made available to student researchers. The two modules offered through the Responsible Conduct in Research website were made available as another means of completing the requirement for training in RCR.
Principle Investigator/Faculty Mentor Responsibility
Principle Investigators are required to determine which of the options their students must complete (CITI or RCR web-based) and consistently apply those expectations across all students working with the PI over the life of the grant. For research that began before May 1, 2011, PIs have the option to use the new modules through RCR if appropriate.

SPIN Database
Saint Michael’s College subscribes to this database to assist faculty and staff in finding grant opportunities. A profile (link to the profile form) is required before utilizing the database. SPIN provides daily alerts and search options for grant opportunities and for other researchers/faculty/Instructors in your field.
SPIN DATABASE TIPS
SPIN is a comprehensive database of funding opportunities gathered from federal agencies, foundations, professional societies, associations and corporations. It is updated daily and can be searched by sponsor, amount, deadline, funding type and area of interest and other criteria.
GENIUS is a database, which contains profiles of scholars and researchers at universities and research institutions. GENIUS profiles are used for identifying interest or expertise within the university as well as globally, for information to be used with SMARTS and for storing curriculum vitae. You choose whether your GENIUS profile is private, accessible to your institution only or accessible to the global community.
SMARTS is the electronic matching and notification system that sends targeted funding information to you via your e-mail. The keywords that reflect your areas of interest or expertise and other criteria that you select in your GENIUS profile are used to search current opportunities in the SPIN database of funding opportunities. Matching occurs electronically on a daily basis and any results are sent directly to you.
Vermont Community Foundation
The Vermont Community Foundation provides a link to a searchable database. This database provides information on all foundations that provide grant funding to organizations in Vermont and Nationally.
Award Process
Congratulations… your grant proposal is funded. You now enter into the Post Award process for implementing your grant. Your process begins with the OFFICIAL award notification from the funding source. Responsibilities for supporting the administration of grants and contracts are divided between the Finance Office and the Foundation Relations and Sponsored Programs Office.
Implementation of the project begins with the OFFICIAL GRANT AWARD NOTICE AND CONTRACT. The official document should go to the Accounting and Budget Office with a copy to the Foundation Relations and Sponsored Programs Office. This document will outline the official policies and procedures we must adhere to during the course of the grant along with reporting requirements and policies on pre-award spending if applicable. No spending can occur without this document.

Budgets and Financial Records
The Accounting and Budget Office provides you with all financial information on your grant award. They complete documentation for billing, quarterly reports and approvals for all purchases using grant funds.

Responsible Conduct in Research
The responsible and ethical conduct of research (RCR) is critical for excellence, as well as public trust, in science spanning all disciplines. Consequently, education in RCR is considered essential in the preparation of future scientists, researchers and educators. As a liberal arts institution, engaging students in experiential learning crosses disciplines and therefore is not limited to one specific department or research program. It is our belief that all students engaged in mentored scientific research must understand the implications of ethical standards and research conduct prior to engaging in research activities.
All students engaged in research in the field of biology, chemistry, computer science, mathematics, neuroscience, physics or psychology are required to complete the RCR training requirements. Any student, regardless of discipline, that receives NSF or NIH funding for their work, must complete the training requirement.
History of Policy
Beginning on January 4, 2010, all Saint Michael’s College undergraduate and graduate students participating in paid research or receiving academic credit for research began participating in training in the responsible conduct of research. At a minimum, students were required to complete one of the free courses offered by the Collaborative Institutional Training Initiative.
Beginning on May 1, 2011, the option of a different online training program was made available to student researchers. The two modules offered through the Responsible Conduct in Research website were made available as another means of completing the requirement for training in RCR.
Principle Investigator/Faculty Mentor Responsibility
Principle Investigators are required to determine which of the options their students must complete (CITI or RCR web-based) and consistently apply those expectations across all students working with the PI over the life of the grant. For research that began before May 1, 2011, PIs have the option to use the new modules through RCR if appropriate.
